Programme for disadvantaged communes continues

Deputy Prime Minister Pham Gia Khiem has approved another five- year social-economic development programme to be implemented in mountainous areas, ‘Programme 135.

The 2006-2010 programme will be conducted using VND12tri (US$750mil) of capital mobilized from state and local budget and volunteer capital.



It aims for 70% of ethnic minority people to achieve a per capita income of VND3.5mil ($219) by 2010; over 80% of mountainous communes to be connected by road; 100% to have sufficient education; 80% of villages to have electricity; 100% of communes to have solidly-built clinics; over 95% of children attending school; and over 95% of people provided with free legal consulting services.

Programme 135 will be conducted in 2,410 mountainous communes of ethnic minority people. Annually each commune will be allocated VND500mil ($31,250) to develop production and built infrastructural facilities.

The programme, which began in 1998, has helped reduce the percentage of needy families and improve the living standards of ethnic minority people and that’s the reason for the continuation of further five years more.
