The national anti-poverty programme, also known as Programme 135, has contributed an important part to changing basically the face of rural and mountainous areas across the country.
The results were reported at a meeting chaired by Minister and Chairman of the State Committee for Ethnic Minorities Kso Phuoc in Ha Long city, Quang Ninh province on December 14-15 to review seven years of implementing the programme.
The participants shared the fact that the programme helped reduce rapidly the rate of poor households, improved significantly the living standards for people of different ethnic minority groups in these areas in special difficulties. After seven years, fields such as culture, education, health care, security, social safety and national defence in remote and mountainous areas have been strengthened, winning people’s belief in the leadership of the Party.
The poverty rate in those disadvantaged communes listed to receive assistance from Programme 135 has reduced by under 20%, surpassing the initial target.
The meeting ended with a range of measures to be taken to implement the programme in the 2006-2010 period. It is targeted that stronger changes should be made at the production level, speeding up the economic restructure, sustainable improvement of living standards for people in remote and ethnic areas.
The continued programme is aimed at eliminating hunger amongst households, reducing poor households below 30% according to the new standards, 70% of households to earn VND 3.5 million per year, 80% of communes to have better roads, 80% of communes to have irrigation systems, 100% of communes to be built with schools, electric supply to reach 80% of villages and medical stations to be available in all communes.
