The Asian Development Bank (ADB) will assist Vietnam in formulating a Secondary Education Sector Master Plan (SESMP) to achieve universal secondary education, through a technical assistance grant worth US$600,000.
The grant, co-financed by the Japan Special Fund and the Government of Denmark, will help launch an updated SESMP covering 2006-2010, using a Programme-based Approach (PBA) that will serve as the baseline policy and investment programme for all aid agencies active in secondary education.
"Sustained efforts in the past decade have resulted in significant increases in enrollments. Nevertheless, universalising secondary education with quality, equity, effectiveness and sustainability is still a major challenge," said Eiko Izawa, an ADB educational specialist.
Through the joint efforts of the Vietnamese government and international organisations, including the ADB, the gross secondary education enrollment rate significantly increased from 32% in 1992 to 72% in 2004. Vietnam aims to raise the secondary education enrollment rate to 80% by 2005 and 90 percent by 2010, and gradually expand upper secondary education.
The new programme is ADB's first PBA project in the education sector in Vietnam, and will also draw up a common investment programme to define responsibilities for aid agencies within the subsector, consistent with their technical expertise and achievements.
