MPs discuss implementation of law building programme

National Assembly Vice Chairman Uong Chu Luu on January 2 chaired a conference on the implementation of the 12th NA’s law and ordinance building programme during its 2007-2011 term and in 2008.

Law makers discussed specific plans and measures in order to create a consensus during the building of laws.

Under a resolution adopted by the National Assembly Standing Committee last December, the 12th NA will build 128 law projects, including 93 official projects and 35 preparatory ones, in the next four years with 54 of them to be made in 2008 alone.

The fifth session of the 12th NA is scheduled for May 2009, where 13 bills will be submitted for NA approval, including laws on administrative procedures, urban planning and secured transaction as well as several amended laws.

State President Nguyen Minh Triet has decided to grant amnesty to prisoners on the National Day occasion.
Nation supports cooperation on human rights issues
Vietnam advocates dialogue, cooperation and exchanges with other countries on cultural issues and human rights on the basis of equality, mutual respect and understanding but opposes cultural domination and influence in the name of human rights.
New regulation would eliminate foreign worker cap
The 3% foreign employment cap applicable to both domestic and foreign employers in Vietnam would be abolished, once the draft of a new decree on recruitment and management of foreigners working in Vietnam is adopted by the Government.
DECREE No. 138/2007/ND-CP
Local development investment funds, established by provinces or centrally run cities under Government Decree No. 138/2007/ND-CP of August 28, are locally based state financial institutions functioning to make financial and development investments and are financially autonomous (entitled to no operating funds from the state budget). A local development investment fund has a minimum charter capital of VND 100 billion.
Standing Committee assigns judgment competence to more district courts
The Standing Committee of the National Assembly (NA) on September 19 adopted a resolution to assign competence to enforce criminal and civil judgments to 219 district-level courts from November 1, 2007.

The program approved under this August 20 Decision aims to mobilize domestic and foreign resources to invest in rural industrial production and industrial promotion services, contributing to promoting economic-labor restructuring, eliminating hunger, reducing poverty and developing socio-cultural life in rural areas.
Foreign Investors Ogle at Vietnam's Lucrative Retail Market
Consumption expenditures in Vietnam in 2006 amounted to VND581 trillion (US$36.31 billion), an on-year increase of 20.9 per cent. The figure is expected to increase to US$53 billion by 2010, according to figures released by the Vietnam Chamber of Commerce and Industry (VCCI) at the seminar held last week.

The Committee on the Elimination of Discrimination against Women (CEDAW) praised Viet Nam for its efforts to finalise its legal system in matters related to women, said Chairwoman of the Viet Nam National Committee for the Advancement of Women (VNNCAW) Ha Thi Khiet.

Four new laws on Vietnamese working abroad, amendments and supplements to a number of articles of the Labour Code, residence and vocational training were made public at a press briefing held by the President's Office on December 20.
